Design and Development of Machine Learning Algorithms for the Analysis of Cardiac CT Imaging Data

Description of the Contract Subject:

The subject of the contract is the provision of services in the field of designing and developing machine learning algorithms tailored to the specific nature of cardiac computed tomography (CT) imaging data. The primary objective is to develop advanced image analysis methods that will support the simulation of personalized heart models.

This contract is implemented as part of a research and development (R&D) project co-financed under the Eurostars programme (Eureka grant), aiming to develop personalized simulation solutions for cardiology.

Scope of Work

The Contractor will be responsible for performing research and development (R&D) activities related to the preliminary design of an innovative solution, with a specific focus on the automation of image data analysis processes. The scope of work includes, but is not limited to:

  1. Conceptual Design and Innovation Strategy:
    1. Preparation of a conceptual project for the innovative solution.
    2. Evaluation of different algorithmic concepts and selection of the most promising approaches for development.
  1. Algorithmic Architecture Development:
    1. Proposal, description, and development of novel algorithmic architectures utilizing neural networks, including but not limited to: Convolutional Neural Networks (CNN), Recurrent Neural Networks (RNN), Generative Adversarial Networks (GAN).
    2. Adaptation of architectures to the specificity of cardiac CT imaging data.
  2. Algorithm Implementation:
    1. Implementation of algorithms for image segmentation and feature extraction
  3. Integration and Testing:
    1. Integration of developed solutions into the research and development environment of the Contracting Authority.
    2. Functional and performance testing of implemented algorithms on real-world datasets.
  4. Documentation and Reporting:
    1. Preparation of a comprehensive report detailing research methodology, development process, results, and recommendations for further development.
  5. Post-Delivery Support: Providing support for 24 months after the delivery of the research results, including:
    1. Active bug fixing,
    2. Technical consultations and updates,
    3. Assistance in adapting algorithms to evolving project needs.

Additional Information:

The expected outcome of the contract is the delivery of a functional set of AI-based tools and methodologies for the advanced analysis of cardiac CT data, ultimately contributing to the personalization of heart simulations in clinical and research settings.

The successful bidder is expected to demonstrate experience in developing machine learning models for medical imaging and to have a strong interdisciplinary team comprising data scientists, AI/ML specialists, and domain experts.

Conditions that the bidder must meet

Authorization to perform a specific type of activity or task

In response to the inquiry, I (we) declare that I (we) are not related to the Ordering Party personally or by capital. Equity or personal ties are understood as mutual links between the Ordering Party or persons authorized to incur obligations on behalf of the Ordering Party or persons performing activities on behalf of the Ordering Party related to the preparation and carrying out of the procedure for selecting the Contractor, and the Contractor, consisting in particular in:

1) participation in the company, as a partner in a civil law partnership or partnership;

2) possession of at least 10% of shares or shares;

3) performing the function of a member of the supervisory or management body, proxy,

4) being married, in a relationship of consanguinity or affinity in a straight line, a second-degree relationship or a second-degree affinity in a collateral line, or in a relationship of adoption, custody or guardianship.

Knowledge and experiance

Contractors participating in the procedure must demonstrate experience in IT development projects in the period of 3 years before the deadline of submit offers (or if the period of the Bidder’s activity is shorter, during this period).

Economic and financial situation

Contractors participating in the procedure must be in an economic situation and

ensuring timely and compliant execution of the contract, they must have the necessary knowledge and experience as well as technical potential, as well as have people at their disposal capable of performing the Order. The template of the declaration is attached as Appendix 2 hereto Inquiries.

List of required documents/declarations

The offer should be prepared on the attached “Offer Form” (Appendix 1) along with the technical specification. The tender should be signed by an authorized person (or persons), in accordance with the rules of representation of a given Contractor.

The offer should be accompanied by a statement on meeting the terms of the contract, the template of which is attached as Appendix 2 to this request for proposals, a statement on exclusions in relation to related entities, the template of which is attached as Appendix 3 to this request for proposals.

All the details regarding project is confidential information constituting a secret of the Ordering Party’s enterprise, therefore, in order to present it, the Ordering Party requires the Bidder to sign a confidentiality agreement, the template of which is attached as Appendix 4 to the Inquiry.

Type: Additional conditions

Contractors related to the Ordering Party personally or by capital are excluded from the procedure. Equity or personal links are understood as mutual links between the contracting authority or persons authorized to incur liabilities on behalf of the contracting authority or persons performing activities on behalf of the contracting authority related to the preparation and conduct of the contractor selection procedure, and the contractor, consisting in particular in:

  • participating in the company as a partner in a civil law partnership or partnership,
  • holding at least 10% of shares or shares,
  • acting as a member of the supervisory or management body, proxy, proxy,
  • being married, in a relationship of consanguinity or affinity in the direct line, consanguinity of the second degree or affinity of the second degree in the collateral line, or in relation to adoption, guardianship or guardianship.

The Contractor presents a declaration of the absence of the above-mentioned connections, the template of which is attached as Appendix 3 to this request for quotation.

Payment

The Ordering Party provides for the possibility of granting an advance payment for the performance of the contract under the following conditions:

  • 25% – prepayment after signing the contract
  • 25% – in first delivery package – after 4 months from signing the contract
  • 25% – in 2nd delivery package – after 8 months from signing the contract
  • 25% – payment after final delivery and commissioning

A confirmation message acknowledging receipt of the offer will be sent no later than 12 hours after its submission. Only complete offers containing all the required attachments will be considered.
